We know how to work with local authorities and we know their needs. We support educational activities and people who want change for the better in their area. We help local leaders innovate to improve the quality of life for all residents. During the three editions of the programme, we have worked with more than 80  specialists and 45 local governments from all over Poland.

LeadAir - Local government strategies for the future

In recent years, the effects of pandemics, the energy crisis or migration caused by Russian aggression against Ukraine have been felt most keenly by local governments. They are the first line of support for citizens facing new challenges. Among the growing problems are those related to air quality, global warming and the socio-economic situation. The actions of local governments are key to responding thoughtfully and effectively to dynamically changing circumstances.

These experiences highlight the need to develop solutions that are tailored to local needs and circumstances. Cities are ready for bold, innovative changes that will accelerate the reduction of harmful particulate matter and greenhouse gases. Our role in the LeadAir project is to provide them with the knowledge to develop effective and efficient strategies that will have an impact on the quality of life of local communities.

Forum Energii launched the LeadAir project in 2019. Since then, we have worked with more than 45 cities across Poland to develop a wide range of solutions for clean air and climate neutrality.

We believe that the cities we work with can act as role models across the country, so we consistently support the exchange of knowledge, good projects and best practice. Our work with local governments is based on trust, willingness to change and cooperation, as these values are key to accelerating action and raising climate ambition.


What have we achieved up to now?

  • We have helped a number of cities to secure international funding for innovative projects, such as 'Climate for Piastow', which involved the construction of a geothermal source;
  • Helped cities develop Local Energy Community approaches to increase the share of renewable energy at the local level;
  • We developed and supported the implementation of a local anti-smog resolution in Nowy Targ, among others;
  • We advised on the transformation of local heating plants;
  • We have published a number of opinions, analyses and reports dedicated to cities;
  • We have created a space for knowledge exchange between local governments from all over Poland;
  • Developed recommendations that formed the basis for changes in national programmes such as Clean Air.

What are we working on?

We are currently working with five cities - Warsaw, Rybnik, Rawicz, Piastów and Włocławek - as part of the extended fourth edition of the LeadAir project. We are publishing recommendations for changes in national policy, carrying out individual consultation processes and producing energy transition maps that will form the basis for planning long-term changes towards climate neutrality.
